Traffic play an important part, the more visitors a blog have, the greater percentage of people will comment.
Incentives especially the dofollow link and also being indicate as the top commentator.

My traffic is reasonably steady with some nice surges from time to time, but still relatively few comments. I do try to phrase posts to be open to comments, but I wonder if my content just doesn’t inspire feedback…
Of course, I know that Blogger’s comment system isn’t the best, but I do forgo CAPTCHA or other validation schemes because I find them annoying.

I don’t often comment on Blogger sites since the comment form is not the best. I started avoiding blogs on that system especially because of this. I fould wordpress to be better in this ..
Maybe you’ll move to a paid host .. 3-5 USD/month and you’re free as a bird

Dojo, 2Dolphins is hosted on my own web space and with my own domain name but the backend is still (Classic) Blogger. I don’t quite have the time or skill to convert my whole CMS over from Blogger to some other platform.
