I am new here also. I tried to post in the website review section but was ahown that we must have 20 post first. I don't understand. Those who are new may need to have a review to see what they need to change before they have questions or coments to post.
Was I supposed to get that message or was it a mistake?

It wasn't a mistake, you need to have 20 post first because there are people that only wants to show a site for commercial or spam, that's why is that rule there.

Yeah, please consider making 20 useful posts in the other categories and then we'd love seeing your design. We do have spammers from time to time and we try to keep the promotion to a reasonable level. In the end, when you're hitting "new posts" I want you all to have what to read

That is completely understandable. I hate spam. Even the kind you can eat. Yuck!

20 posts aren’t that many that you can do it on a single day. You could complete it an hour or less than an hour if you are really fast.

This is just common for webmaster’s forums because a lot of people are just visiting to spam the place.
