As many might have expected, Google has launched its Pay-Per-Action advertising: http://services.google.com/payperaction/

Unfortunately, this is only available to U.S advertisers:

We're currently accepting sign-ups from AdWords advertisers located in the United States who are interested in participating in this beta test.

Pay-Per-Action is good to promote forum, because paid only per signup according to my understanding.
