Default Does Google penalize sites that have Paid backlinks
Does Google penalize sites that have backlinks from paid directories? Does it matter if they are strictly paid directories or a combination of paid, free & link exchange directory?

No, as long as there are backinks coming from other sites to yours, it will help boost your sites ranking in google searches.

If the paid directory has a higher page rank compared to the free ones, it will even help you out if you listed on a few high ranking sites as compared to listing on loads of low level free sites.

yep, I do agree with you. And, most of directories are asking to pay for featured listing.

no. if you create a lot of backlinks in a short span of time, then only google penalize

I do not think due to paid backlinks your website will be penalize by Google.
